Windows XP start up

I have a dell dimension 4600c Windows XP,
We just had memory boards, motherboard, CD player, hard drive replaced
We ran Windows xp service pack 2
Now all we get  is

set up is being restarted.............No matter what discs we put in or how we boot  this is
what we get
What should we do now?
I hate to call Dell and spend another 6 hours on the phone to get nothing resolved
and barely understand the tech.
Please help

i presume the service tech replaced those parts for you... and did he/she test for functionality before leaving.
theres a chance the CD drive is not being detected. check it in the bios. how many cd drives do you have?
go to the bios and put the CD drive as your first boot device.
cause i think your in windows setup and now its booting from the harddisk. somehow something could have gone wrong during the installation,
    redo the installation.
delete all partitions and create a new one.

Here is a link that maybe helpful to you. After you install XP, then load the drivers. They can be downloaded from the Dell's website unless you already have the drivers.

Thank you for your help. We now have the computer up and running and were able to get online.

We are still missing some programs we had prior to replacement of all the parts, so we do need to contact Dell and see what to do about receiving those.

Yes, Dell did replace all parts and had a tech come to the house. But he didn't do software just installation of parts. Just left us with the new disks.

    Thanks again
