As the system can result in heating due to multiple factors, we will need to perform a few checks and troubleshoot to find out the root cause.

Let’s first update all the drivers and BIOS on the system.

Once this is done, test the system and check if the system still heats up. If yes, then follow any of the below videos and disable the Turbo Boost.

I noticed that when I leave my XPS17 laying flat on the table, CPU temperature spikes to about 70 degrees Celsius in relatively low load. 

When I lift the back of the laptop just 2 centimeters from the table the cooling system works much better. 

For me the difference was from 70 degrees C laying flat on the table to 47 degrees lifted 2 centimeters from the table or sitting on the special aluminium stand with a big cut-out for ventilation on the bottom. 

Hello, i had the same problem and i used the advice from the comment below. I do think this is a design flaw in the XPS 17 9710 (idk if it is the same for the 9700) but when the laptop is open and sitting flat on the desk, the bottom of the 4k screen and the table block almost all of the airflow out from the vents on the back of the comupter. I have designed and 3d printed a stand that works like a charm. Instead of the CPU staying around 90-100 degrees C under low load/idle it is constantly at around 60-70 degrees C. I was shocked by the difference, so yeah just lift it up to reveal the vents

I thought it was fine at the beginning, but now it slows down and overheats. 

I don't need another thing in my backpack to carry around like a cooling fan.

I also observed that my XPS 17 9700 heats up like a ... when opened and lying flat näked on the desk, but I'm not sure why you would call that a "design flaw". Why would you want to leave it open permanently?

Agreed. The online XPS 17 9710 Setup and Specifications document never shows the usage of opening it all the way flat. If your usage needs flat, we offered the XPS 2-in-1 line of laptops.
