your mobo and PSU should support RTX 4090 . . . you may see some CPU bottleneck, depending on your usage regime

I think some is an understatement. Only the best and fastest CPU's will be able to keep up with the 4090. Its unfortunate they released that card first because it's a huge leap over the 3000 series.

They actually are using the i9-7980XE's in deep learning machines so I think it should be fine.  For example https://bizon-tech.com/bizon-g3000.html 

They build and sell deep learning workstations and servers and the i9-7980XE is the best CPU they offer.

Kinda what gave me the idea to try to upgrade this machine.  Seems these CPU's are good for deep learning application.

Looks like I'll have to do some research.  Most places will show the 4090 as a compatible card with this CPU chipset but I also realize the RTX 4090 is a PCIe 4.0 card and my mobo is 3.0 so it will also be bottlenecked there.

That is a few generations after yours, so I would be doing some research on this before dropping a few thousand on a video card.
