On most of Dell laptop BIOS settings menu, certain battery options are hidden until you enable the advanced menu.  Not sure if it will work with your specific laptop because you neglected to disclose the laptop model, but it does not hurt to try.

To change it in UEFI/BIOS settings, accessing BIOS firmware settings via F2 at boot, look for Power menu.  If your laptop has it, you will find Battery Configuration, disable adaptive and next to it, you will find Advanced Configuration.  In this option, Enable Advanced Battery Charge Configuration option is disable by default.  When enabled, Advanced Battery Charged maximizes battery health while still supporting heavy use during the work day.  It's equivalent of smart charging as they both limiting the maximum charge the battery to 80% of its normal capacity if your laptop is plugged in for a long time.  Depending on your laptop current settings, you must test with different options, reboot for it to take effect, then check to see if smart charging is turned off.

You can also check in Windows 10/11 for battery option and changing maximum charging capacity preset.  Or, you can manually discharge the battery to below 20%, then fully charge the battery.  If the battery can be charged to 100%, your smart charging has been turned off.

Is there an update for this topic? I hae the same problem, my laptop is brand new and it only charges to 50%. Which is not helpful as when im away from my home office and at a client I HAVE to be plugged in to present or use my laptop. I cant stand this smart charging. Saving my battery is not more important than being able to use my laptop. Like buying a sports car to only drive it in school zones.
