Yeah, I'm refering to the display on the laptop. It's a 1080p 144hz display and it doesn't have Tobii built in as far as I'm aware. There aren't any Tobii applications or settings on the laptop and the display dimming happens regardless of whether I'm looking at the screen.
I have seen some others mention it but you are probably fighting with the Tobii eye tracker. I know this has already been pointed out. However, I have been fighting with this for far too long! As such I want to leave a detailed way to cast it into the fire!
First to confirm it is the eye tracker wait for the computer to dim and then look at it! If you can activate it with your face then its probably the eye tracker. You can also confirm by looking to the left of your clock there should be a box with two orbs. Those represent your eyes and should move and blink with you if you have the Tobii software active.
Option 1: (turn it off) - Go to your Search menu in the lower left. - Search Tobii Eye tracker. - Open it and agree to terms and calibrate. - Afterwards it should open the app automatically and there is a button on the top left of the corner that is toggled on. Toggle this off.- If this does not pop up, start the program manually and deactivate the switch mentioned above.
Option 2: (uninstall) - In your search bar search "add or remove programs" and select the Windows service.
- Find Tobii and uninstall it!
Option 3: (revoke its permissions) - Open services ( Either trough the search bar OR by pressing ⊞ Win + R simultaneously and running "services.msc") - Find Tobii Service.
- Right click on it and select properties. - Change startup type from Automatic to Manual.
I would recommend just turning it off or uninstalling it. I wish they had a easier way to find this...
Hope this helps and stay in trouble! Forgive my spacing... First time poster and I am wrestling with the text editor...

Is it the display you're talking about right? Then that's a Tobii Eye Tracking Feature where if it detects no eyes then it will dim the display.

This option isn't available to me as the only option in the Display tree drop down menu is Turn Off Display After:
There is no option to disable adaptive or dimming options.

Also theres this other guy who basically said that some applications run in windowed mode which dims the screen but in full screen it doesent happen? https://forums.tomshardware.com/threads/screen-dims-itself-randomly.3186823/
