M18 R1 AMD severe performance issues

I cannot figure out the throttling issue on my m18 R1 AMD. I've had this going on for a few days now (I rarely use the machine). While gaming (BF6), the laptop is sitting in a window with 60C ambient outside air. The bottom is cool to the touch and the top is slightly warm. After a few moments of BF6, the CPU will drop to 65-70C and the FPS will drop from 110 -> 40 and stutter for a while, then undulate up every 30 seconds or less. This is on Max fan profile. I'm able to also get this performance dip to happen in other games, but BF6 is the most demanding I have at the moment.

If I switch profile during this undulation to Performance or Battery, the CPU temp will spike to 99C and the frames will jump to 110 momentarily, then it'll eventually start chugging again. I even ran it with the bottom cover off with a box fan blowing on it and it made no significant impact.

I have a HWINFO log showing one of these slowdowns, but I don't know what to make of it. It seems like something is throttling the CPU back before it can even hit load temperatures. It also seems to be getting worse day to day. This machine maybe has a few hundred hours on it.

I'm on current bios and have tried different versions of AWCC (and uninstalling it). STAPM is sitting between 80-100 and I can't see anything else overheating. GPU is sitting sub 70C.

I was able to use a thermal camera on it and see 51C on at the hottest (from the top) over the CPU.

7845HX, 4080, 64gb ram.

I did a run in OCCT and you can see the frequency bouncing around heavily after around 9 minutes.

Correction, 60F ambient air temp (original post). I cannot edit it :-/

I'm also on bios 1.19, unfortunately.

I did some more testing while at a long LAN session and it's apparent that running the Balanced profile in AWCC leads to the least amount of frequency throttling on the CPU. If I switch to Performance or Max while in an intense game like BF6, the CPU immediately throttles to 3ghz or below, where it'll stay between 4.5-4.9ghz on Balanced. This definitely seems like an obvious design flaw in the profiles and whatever other logic AW/Dell are doing.

I'm only able to use "Fan control only" for overclocking, because otherwise the laptop fully restarts (crashes) when enabling Overclocking Control. Because of this, I don't have a Custom profile where I can crank the fans. However, when I did have this, it seemed to be essentially running the Performance frequency controlling logic, just with whatever fan profile I put on top of it. 

This needs to get fixed.
