SQL plugin restores can be initiated command line/client side and same can be wrapped as a SQL job.
However, it's not a direct SQL restore and you need to authenticate with Avamar for the same.
Do you use a Data Domain with Avamar. If yes, if has DDBMA plugin available that can direclty backup from SQL to backend Data Domain with no requirement of a backup software.
