The Avamar Windows Filesystem plugin is specific to an Avamar client installed on a Windows server. That is, this plugin is used when a Windows server, running the Avamar client locally, begins a backup or restore. The Windows VSS plugin is similarly called when a backup can call a Windows snapshot for a backup.
When you create a VMware image backup via an Avamar proxy, Avamar uses the vCenter SDDK to create a snapshot, mount it to the proxy, then run backup against the snapshot volume. These backups will have the "Windows VMware Image" or "Linux VMware Image" types in the logs.

Regarding Plugins there are a few for example for sql where you can do a backup with log truncate for example, this tipically is installed after the avamar windows client
Image backups use the hypervisor and traditionally use a proxy machine deployed on the hypervisor like for example vmware after that it will generate a snap of the mahine allowing to retrieve a image backup of the entire virtual machine
