Don't know if you received your answer on this yet, but I have not been able to find a decryption utility to allow you to view the content.
I did a search through Primus and came across this entry. The messages from connectemc are the same as the ones that will message from the SPs so you may want to receive the files this way instead of from connectemc.
Fact Why am I receiving encrypted email-home files from ConnectEMC 2.x?
Fact EMC SW: ConnectEMC 2.x

Symptom Event file is received from ConnectEMC in encrypted format.
Cause Customers who have email-home set up for parallel notification to notify themselves are receiving the storage system event file in encrypted format. They cannot determine what the issue is with the storage system when they receive a notification email.
For customers to receive non-encrypted parallel email notifications, they should enable the standard "end user" email response in the call-home template. The end user Navisphere Event Monitor email response is not encrypted and is in a readable ASCII text format unlike the XML format email.
Fix
Follow these steps to enable a Navisphere Event Monitor end user email response:
Log in to Navisphere Manager and select the Monitor tab in the Enterprise Storage window. Enter "engineering mode." Expand the Templates folder in the tree view and open the call-home template properties of the template being used to monitor the storage systems. Select the Email tab from the call-home template, populate the email data parameters for email notification to the customer, and click Ok. You should also remove the customer's email address from the ConnectEMC primary email-home connection record to stop the customer from receiving the encrypted email from ConnectEMC.
