No, it is not recommended for both controllers in a Dell Compellent system to run different firmware versions. They should always be on the same SCOS.
During a firmware update, both controllers should update in sequence. If one controller fails to update (due to a reboot, communication issue, or manual interruption), it may remain on the older version. This can lead to controller mismatch, which may cause failover issues or degraded performance.
Try to reboot the controller that ditn't update.
In case you can try with serial cable with our technical support indications.

After replacing the SCv3020 controller, synchronization typically takes 15–45 minutes, depending on system load. You can monitor progress in Dell Storage Manager (DSM) under the Hardware tab—both controllers should show as “Up” and healthy when sync is complete.

In order to check the sync status and progress, you need to connect to the replaced controller console to launch the boot sequence. The boot sequence will show multiple reboots and multiple process. Once it has finished the process, that's where the synchronization is completed. If the controller firmware is different, the synchronization will take longer.
