FTP Permissions issues

So I create the SMB share, add domain admins with full control to folder and share(windows environment) and I can map a drive to it, add folders, delete etc

I turned on FTP, set folder to the SMB share above.

The manual says that ftp access is tied to SMB permissions

But I can't access the FTP.  If I use FileZilla I can't log into it at all, access denied. If I just use internet explorer I can see the folders within the share but can't write anything to it.

What am I missing?

NAS version 5, and EM is 2015 R3
