Upgrade the FW of your 12G SAS HBA.

I've downloaded this firmware from dell support  "SAS-Non-RAID_Firmware_WP87W_WN32_16.17.01.00_A10_03" 

still not working stucked while restarting.

I have see this problem earlier with SCv2020 and 14Gen Server. After updating all FW and configure the setup the restart work. My work around was to pull the cable to get the server starting and than connecting it back.

Be sure that you Upgrade the rest of the FW also.
