SC3020: storage center is down

After connecting to the data collector, I saw that the storage center was down displaying this error

:"warning: Storage center 47994 is down [SN:47994]! Setting Primary to Failed"

Unfortunately it is very hard to troubleshoot a down controller on a forum. Can you call Dell Support to look in to this? Can you verify this is an SC3020? What SCOS version? Is the other controller up and running?
