But to lower the CPU utilization, you could on director switches, check that ha is enabled and in synch. and do a hafailover and on departmental switches, during low I/O or in a maintenance window, do a hareboot.
That will restart all process and all stuck processes, and should lower the CPU utilization.
If there is another issue going on, suggest to open a ticket.
