CMCNE in SCOM

I trying to connect CMCNE 12.4.1 to SCOM 2012 R2.  What user ID is required for the plug-in?  Is it a local CMCNE Operator account, or a domain account, and what rights does it need in AD, SCOM, and CMCNE?
