VSAN & VBLOCK are two different technologies. While VSAN is there in Cisco MDS SAN switches, intended to create many fabrics out of same set of switch hardware, VBLOCK is an integrated end to end solution which has Storage + Network + Server in the same set of hardware. They don't stand in competition with each other.
VSAN is a Cisco technology whereas VBlock is a technology which combines products / technologies from three companies viz. VMware Cisco & EMC. It uses EMC storage, Cisco network switches and UCS blade servers and VMware software on top of the Cisco UCS blades.
