HOW DO I RAISE A COMPLAINT

I ordered a laptop and it was meant to arrive on 23 November. It still has not arrived and each time I call customer service they cannot tell me the status of the order. All they can say is that it has not been delivered to the UK courier. They cannot give me any delivery date estimate or information.  How can I either escalate and get a response or cancel the order and get an immediate refund. I am a small business and now need the laptop urgently.

The system is likely on its way from the manufacturer in China to a Dell logistics center in your home country.  Until it arrives, Dell will not be able to update the information on delivery.
