If you have a target system (Target DD) which is empty, just do a collection replication to target data Domain and then once it is Sync, perform the cutover.
The new Data Domain will have all the data along with configuration in place. You need a bit of planning but very much easy and doable.
1. DD to DD collection replication. Then import images through catalogue on the new NBU master
2. Use NetBackup Catalogue to Duplicate from one DD to the Other, Duplicate via Images will generate many jobs and can impact Master server but this is the sure way to get catalogue in sync
3. Use AIR to duplicate/replicate new and existing data
