I stumble across the same(similar) because i want to track power consumption of all Poweredge servers.  Its true that OME is free but some optional feature like the power manager are not for free. It looks like that using this feature needs iDRAC DataCenter Advc. and not only iDRAC Enterprise.

After not getting any device selectable within the power manager plugin i re-read the requirements/installation instructions and  IIRC they mention some extra stuff which needs to be licensed.

I already discovered almost my complete datacenter including importing of MIBs for EqualLogic, Powervault Tape and more.  Applying FW to all PowerEdge servers works very well with only a few clicks.
