No Updates Found

We have Openmanage Enterprise 3.5.0 (Build 60) and would like to update. The systems are all isolated and unable to reach anything outside the solution VLAN's. I have downloaded the directory structure from dl.dell.com and shared using both IIS and NFS. The directory structure downloaded includes the 3.6.1 and 3.8.3 subdirectories and their contents. Also the LexingtonUpdates xml and asc files have been placed in the proper location. When I use "Application Settings - Console and Plugins" to update the settings, both connections (http and NFS) report connection successful. When I click Apply a little popup stating job successfully submitted for execution. The resulting Console and Plugins page reports "no updates found" and under the plugins, "no data available".

If anyone could shed some light on this issue it would be greatly appreciated.
