OME Alerts have the wrong time stamp

We are running OME 3.10.2 and have checked all the time settings and they look ok.  I also tried adjusting the time zone within the Alert policy and nothing I do will alter the time which is 5 hours fast.  

Did I miss a setting?  Is the Alert policy format not correct?
