Figured this out working with our networking team. We had to set FW to NOT decrypt/whitelist traffic to the following URL so that downloads work in OM Enterprise
https://downloads.dell.com/
Other option MAY be to forward CERT we are using to Dell Certificate Authority BUT I don't know if Dell would assist us with that or if that is a possibility/or procedure how to do that with Dell.

No proxy and compliance update using dell resource works fine

I tested this and it appears to be downloading correctly, so I would start with checking to see if you are using a proxy or anything.
Let me know what you see.

I don't see any area for NFS credentials as the NFS share I have is tied to a domain please advise.

Sorry about that. NFS doesn't allow you to input credentials, you can use CIFS which allows it.

CIFS shares are NOT available to use here.
What troubleshooting tools can be used to figure out WHY the Dell website is not working to download?

As I have tested it successfully I believe the issue is internal on your side. If you call in to the OpenManage group they should be able to assist you in locating the issue.

Please post a screen shot of your CIFS because per documentation and what is available I don't see CIFS as option to point to offline source to where this application ext download is located.

I apologize, I missed that earlier. Offline appliance upgrades don't do CIFS, just NFS, HTTP, and HTTPS, and doesn't use credentials with NFS.

Not currently, but it is my understanding that they are at some point implementing a feature to allow OM Ent to work in a similar config as that.
