While you can edit users to change what role they have, you cannot edit the definitions of what each roles allows.

As far as wanting to have the Device Manager role adding systems, 

Device Discovery is only allowed on Administrator.

1.Yes it is possible to change the role of local users, local AD and LDAP, but the role of 'Backup Administrator' cannot be changed.

In Application Settings > Users > Select user and Click on 'Edit' in RHS.

Select User Role as 'Device Manager'.

2. Yes it is possible to share Baseline between user, only if both the users are Device Manager.

In Application Settings > Users > Click on Transfer of ownership.

Select Source and Target users from which baseline have to be shared.

3. Device Manager cannot Add systems to OME only Administrator/Backup Administrator can.
