SLOT5 PCI
CPU2 SLOT1 PCI Express 3.0 x16 (requires second CPU)

So by the looks of it, slot 2 and 4 with the blue graphics card release tab, can be used for graphics cards. The other two stand alone slots look to need both processors installed AND they look like they are for different pcie peripherals.
So slot 2 and 4 are for graphics cards at full X16 and slot 1 and 3 are reduced to x8

Update: it looks like the other 2 slots can have graphics cards, thus you can have 4 total, however if you go beyond 2 you need the 2nd cpu. "Discrete (PCIe 3.0/2.0 x16) up to 4* full-height, full length (maximum of 675 W)
*Requires 2nd CPU"
