Dell Inspiron 620 CD OS freezes at kernel fast paced tsc calibrated error help

i have an idea on how to fix this issue which is to reset and re flash the bios but i need the .rom file from the self extracting utilty .exe no luck yet but when i try the writeromfile command on my hp it says fail to write on non dell os bs i guess i cant do it with a hp i tried uniextract to do it but it fails in reply of visual c++ 6.0 dll cannot extract i tried others like vb uncompliler and 7zip which didnt work im trying to boot the bios through a live cd to flash the on board bios maybe with an older version rom dell inspiron 620 i tried using the windows 7 os install and it freezes before getting to the select hdd to partition. i notice Dell are now no longer are having downloads for just the .rom instead there using exe self extractors due to hiajcking and hackers who mod and resell their bios files so im guessing the only way you can do this is if you have a dell machine using the code "bios.exe /writeromfile forcetype" which will force it to write no matter the model

Dell Does not provide ROM images. If you broke the bios there isnt a way to boot anything.
