Inspiron 3647 PCI not recognizing new hardware
I bought a new Dell Inspiron 3647 to replace my older Dimension C521. I only use it for running my TV and movies. I transferred a Hauppauge 2250 (8891) TV tuner card over to the new computer. The PCI on the 3647 refuses to recognize that there is anything in the slot no mater what I try. The Hauppauge card however will work in multiple other computers. There were some other posts about the PCI bridges not working correctly or possibly a bad bios version. Any Fixes?

Hi Soundsailor,
Can I assume you have Windows 8 on the new system? If so, you'll need to disable secure boot and probably driver signing.

Is the card PCIe X1 or just regular old PCI? I would think any PCIe X1 card should work in a newer system.

If you search these forums, there are lots of posts about problems with the Hauppauge 2250 card in various Dell systems.
See if there is anything useful in those threads, but it might actually be an issue with the Hauppauge card so look on their site for info too.

Do you have the latest version of BIOS? But if what you're claiming is true, I don't think any PCI-e card would work, including an add-in video card in the PCI-e x16 slot.
It was my understanding that Hauppauge didn't follow the PCI-e standards exactly. So perhaps contact them for advice.

The problem is that PCI-E X1 cards running at 1.0 speed do not properly negotiate on a PCI-E 3.0 bus.
Bios A04 is from April 16, 2014

Run the BIOS update utility from DOS environment if UEFI Boot Mode (Non-Windows users)
NOTE: You will need to provide a bootable DOS USB key. This executable file does not create the DOS system files.
1. Copy the downloaded file to a bootable DOS USB key.
2. Power on the system, then go to BIOS Setup by pressing F2 and go to Boot > Boot Mode option.
3. Change UEFI to Legacy Boot Mode.
4. Go to Exit > Save Changes and restart system.
5. Press F12, then Select USB Storage Drive and Boot to DOS prompt.
6. Run the file by typing copied file name where the executable is located.
7. After BIOS update finished, system will auto reboot to take effect.
7. Go to BIOS Setup by pressing F2 key.
8. Change the Legacy to UEFI from F2 > Boot > Boot Mode.
9. Go to Exit > Save Changes and restart system to go back original UEFI Boot Mode.

Note: Please make sure you suspend BitLocker encryption before updating BIOS on a BitLocker enabled system.
If you don't enable BitLocker on your system you can ignore it.
The other Issue is that any hardware or driver etc running on a windows 8 Secure boot machine will not load or be recognized if a certificate for that hardware from microsoft is stored in the bios.
Other vendors have a feature called SLOT Security and NUMA.
For predictable latencies, try disabling NUMA (Non-Uniform Memory Access) mode (BIOS setup menu -> Advanced -> Bus Options -> NUMA = Disabled)
