I'm sure the drive slots are not empty but the controller isn't seeing them. Have you tried to restart the active controller to force a failover? See if the passive can pick up the drives?
The next step is to remove all the components, controllers, drives, including the backplane the PSM-4110 sits in. The make sure they are fully seated and power it back up again.

Hello,

I've tried to restart controllers, backup controller is switching on as active but nothing happens with HDD.
Also have updated chassis FW and tried to restart chassis without any result for array.

You may want to call phone support at this point as it may be some failed hardware that is causing this.
