Just to reinforce what Don is saying, recently we had a layer 1 issue with our fiber link to our target site we were replicating to, and it caused retransmit thresholds to be exceeded. One the physical link was corrected, everything resumed and the retransmit rate went down to nearly zero.

It isn't a WAN but LAN link and it seems it could be the fiber link between the 2 SAN.
