Something is definitely amiss. I don't see any obvious or glaring omission though. I have a couple general suggestions first.
My first thoughts when I saw the original posting were - config file, //SCF$.... missing, different (between tasks) or LFC. With what I'm seeing, I don't have a quick answer. I ran across one remotely related kb entry, not quite what you have- http://csgateway.emc.com/primus.asp?id=emc58591
Have you tried cleanly shutting down the old CG, etc , & restarting v7 SCF, CG, ETC?
If that isn't helpful and you're still not seeing anything obvious...
Let's do this. We need a service request; You can either email me with a previous service request number ( I can then copy all the relevant info ) or you can open one yourself, which ever is easiest. Regardless of which method you choose, we are going to want the
FULL OUTPUT of all the Mainframe Enablers started tasks, from your testing. We'll then take a look and see what we can figure out.
Also, please give us a brief but complete description of your testing procedure - what you did and in what order.
EMC service has found a problem. When we start ConGroup 7.0 with parameter MODE=SINGLE, it is necessary to activate CSC in SCF.
The Default parameter SCF.CSC.ACTIVE is set to NO and in documentation there is no statement about activating CSC when ConGroup is running in single mode.
In the nearest future EMC promised to make some comment in ‘Primus’ about this specific problem.

Additional information:
With two running separate SCF’s (5.7 and 7.0), when I start ConGroup 6.3 and then I try start ConGroup 7.0 I receive message:
CGRP100E another copy of ConGroup is running on this LPAR.
ConGroup initialization terminated.
It means that communication with SCF is active.
In other hand, when I try to start new version ConGroup but without
//*SCF$ES70 DD DUMMY (commented), I receive message:
CGRP514E ***CONGROUP ENDED. API VERSION IS TOO OLD
In this case ConGroup ver. 7.0 probably is trying to talk with SCF, with is ‘obsolete’ for this release.
