Reset Bios to defaults to see if it will make a difference in getting computer up and running normally again. Please following steps in link below:
How to restore the BIOS (System Setup) defaults on a Dell Product
https://www.dell.com/support/article/us/en/04/sln245206/how-to-restore-the-bios-system-setup-defaults-on-a-dell-product?lang=en
Also, check out the information in link below, hopefully it will be of help to you.
How to Reset Real Time Clock (RTC) to recover your Dell Portable system
https://www.dell.com/support/article/us/en/04/sln304892/how-to-reset-real-time-clock-rtc-to-recover-your-dell-portable-system?lang=en
NOTE: Once RTC reset is complete, the system may remain in a no boot status until the time, date and other bios settings (SATA drive selections, etc.) are correctly set to boot to Windows. Failing to boot immediately after a reset does not mean the reset has failed.
You may also need to restore the previous BIOS settings, such as the SATA Operation mode (ex. RAID On AHCI) for the system to reboot normally.

I would follow the troubleshooting steps in the previous post first. If the problem persists, then the CMOS battery maybe bad or making a bad connection in it's holder.
