Per Dell's specifications, the M.2 slot on the Inspiron 3583 is a PCIe 3 Gen 2, so there might be a slight reduction in transfer speeds. Otherwise, any NVMe SSD that has a newer specification than what the system supports should automatically downgrade to that specification.

I installed a PCIe gen 4 NVMe SSD in my Inspiron 3583 about a year ago and it works just fine. According to Crystal Disk Info, it reads and writes at it's rated speeds.
