Dell Inspiron 5559 WiFI and TouchPad intermittent issues after Windows 10 2004 Update

For the last two weeks WIFI is disconnecting and touchpad (precision) goes to sleep and seems to wake back up. My 5 GHZ wifi speed seems to be throttled at 30 mbps. I have a 400 MB connection. Using support assists suggests the adapter is working fine and up to date. No other major changes to system so I suspect the Windows update has caused an issue with the Adapter as well as the touchpad. I've seen similar touchpad issues discussed on XPS. I cannot roll back to prior OS as Windows 10 2004 has 10 day limit. I doubt even a clean install would solve the problem if this is a bug caused by the Windows update. Anyone having same problem?

rollback the update and see if the problems go away

Already uninstalled all the latest Updates and KB updates several times. When that did not fix it I allowed the updates to reinstall.

Didn't solve the problem. Restarting the machine will cure WIFI disconnect on 5mHz which happens a few minutes later. Never getting more than 30 mbps.  It looks like I may just have to put up with his  until there is another update to fix what appears to be a Microsoft induced bug. This has been reported by many users before in previous rollouts of Windows features and updates. I spend a day looking at all the modem settings yesterday on the router and machine. All seem okay. There is no speed problem with 16 Gig memory. Only slow and interment WiFI.

What is your current BIOS version, and when was that version installed?  According to the Drivers & Downloads tab on the Inspiron 5559 support page <here> a Dell Inspiron 5459/5559/5759 System BIOS v1.9.0 update was released 02-Nov-2020.

Yup. I installed most recent BIOS ON 12/2 and Dell scanned machine. All drivers up to date. Also scanned machine with Intels scan tool.

Do you use a third-party antivirus and/or firewall (e.g., McAfee, Kaspersky, Norton, etc.) on your Inspiron 5559? I've seen many threads where an upgrade to Win 10 v2004 or v20H2 corrupted someone's third-party security software and caused glitchy behaviour (including WiFi disconnects) on their computer until the user performed a clean reinstall of their security software.

If you haven't already done so, I'd also suggest that you disable the Windows Fast Startup power option - see the TenForums tutorial How to Turn On or Off Fast Startup in Windows 10. Many Win 8.x and Win 10 users have found that Fast Startup (also known as hybrid boot-up / hybrid shutdown) can interfere with software updates and loading of services at boot-up and result in all sorts of odd glitches and unexpected behaviour. If you've disabled this power option before just confirm that it's still turned off, since Fast Startup can sometimes re-enable itself after a major Windows update. Many programs will not run correctly if Fast Startup is enabled, and Microsoft recently admitted that Fast Startup can even interfere with the built-in Windows Update - see the MS support article Updates May Not be Installed with Fast Startup in Windows 10.

I asked about the date of your BIOS update since it might be contributing to your problem. I don't know if you're still seeing issues with sleep / hibernation on your computer but I had similar problems where my Inspiron 5584 would wake spontaneously after it entered sleep mode [see the workaround in my thread Inspiron 15 5584 Wakes After 180 Min of Sleep (ACPI Wake Alarm)] and on occasion it still refuses to come out of sleep mode or freezes when I scroll too rapidly with my Precision touchpad, forcing me to perform a hard shutdown by pressing the power button for 10 or 15 sec. I was surprised to learn that my system only supports the old "legacy" S3 standby mode but does not support Modern Standby (S0 low power idle) - see the results of my powercfg /a diagnostic as well as the powercfg /energy output showing the error "PCI Express Active-State Power Management (ASPM) has been disabled due to a know incompatibility with the hardware in this computer" in my thread Do Inspiron 5584 Laptops Support Modern Standby (S0 Low Power Idle)?. I know of several Inspiron users who had to send their laptop back to Dell to have their motherboard replaced to solve these types of power management problems, and I suspect there's a mismatch between the Dell BIOS default settings, Dell Power Manager utility, and hardware components (including power saver features for modern network cards, NVMe SSDs, etc.) that are causing these types of glitches in several Inspiron models.

Dell Customer55555 reported in Inspiron 5585 Won't Wake From Sleep or Unexpected Shutdown that they had to enable the "Force S3" sleep settings in their BIOS (which is currently Dell Inspiron 5585/5485/5485 2-in-1 System BIOS v2.5.0) and/or enable Connected Standby (CSEnabled) in their Windows registry to fix their sleep mode problems. I don't know if your current Dell Inspiron 5459/5559/5759 System BIOS v1.9.0 includes this "Force S3" setting (my Dell Inspiron 5583/5584 System BIOS didn't the last time I checked), but it might be something to keep in mind if your sleep mode problems return.

I use Microsoft Defender and MalwareBytes. I turned them off in my testing so that wasn't the issue. Remember, the 5599 was working flawlessly before the Microsoft updates starting in late October so I would rule out sleep incompatibilities.

Do you have any Dell software that monitors your internet connection? The support page <here> for your Inspiron 5559 indicates you might have Dell SmartByte (usually listed as SmartByte Drivers and Services from Rivet Networks in Control Panel | Programs | Programs and Features and/or Settings | Apps | Apps & Features).  There are several threads in this forum about problems this software has caused with their internet connection, including steveymacjr's Beware of SmartByte. The support article Troubleshooting Network Performance Issues on Inspiron Systems  states "Computers running the SmartByte application may encounter slow network performance and Audio Issues" and includes instructions on how to update SmartByte and/or turn this utility off during testing.

Is a VPN installed on your Inspiron 5559, and do you have any third-party software like McAfee WebAdvisor or an app provided by your ISP (e.g., Virgin Media Web Safe) that monitors outgoing connections and could be throttling your bandwidth?

You didn't mention if you used Malwarebytes Free or Premium, but just note that MB v4.3.0.98 with Component Package 1.0.1130 was released yesterday (09-Dec-2020) and the change log <here> notes this update fixes "persisting conflicts with Local Area Networks".  If you haven't received this update yet go Settings | General | Application Updates and click Check for Updates.  If you use Malwarebytes Premium,  Portho's post in Malwarebytes and Windows Defender  has some hints for configuration tweaks (e.g., ensure the Malwarebytes setting at Security | Windows Security Center | Always Register Malwarebytes in the Windows Security Center is turned OFF).  If required, clean reinstall instructions are posted in the support article Uninstall and Reinstall Malwarebytes Using the Malwarebytes Support Tool.

Thanks for the heads up about MalwareBytes. I was using the Premium version and just updated it. Don't see any difference yet. Earlier today, I made a change to DNS settings and used the Google Open DNS IPv 6 settings. Today I had no disconnects. Now I'm trying to figure out why the adapter seems to be throttled at download of 30 mbps in 5 GHZ mode on Wi-Fi (doesn't matter how close to the router). My smartphone which is also AC gets between 250- 300 mbps down on a 400 MB Verizon Fios connection on the 5 MHz band consistently. I don't seem to see any problem settings in the Verizon Router and that then one would wonder why the Samsung 10+ can hit the higher speeds.  I have seen messages about other users experiencing throttled speeds on other discussion groups. Seems to make me believe its Microsoft updates.

Perhaps I misunderstood.  The title of your thread refers to "Windows 10 2004 Update".  Until now I have assumed that you meant you recently upgraded from Win 10 v1909 (or earlier) to v2004 (build 19041.xxx), but when you say a recent "Microsoft update" do you mean your slow internet connection only appeared after Windows Update delivered a recent monthly patch to Win 10 v2004 [e.g., the Nov 2020 Patch Tuesday update KB4586781 / OS build 19041.630 (rel. 10-Nov-2020), a recent MS .NET Framework update, etc.]?  If you don't have a full disk image you can use to roll back your entire system (I prefer to use Macrium Reflect Free instead of built-in Win 10 or Dell OS Recovery tools for disk imaging) do you have a system restore point that pre-dates your internet connection problems (expand the section "Restore from a System Restore Point" in the MS support article Recovery Options in Windows 10).

Have you run System File Checker (sfc /scannow) and DISM (e.g., DISM /Online /Cleanup-Image /CheckHealth) from an elevated command as instructed in the ghacks.net article Use DISM to Fix Issues SFC Can't to ensure your system files weren't damaged during the upgrade to v2004?

Do you also see these slow internet connections when you make a wired Ethernet connection to your router, or does this problem only occur with your WiFi connection? Have you tried running any of the networking troubleshooting steps in the MS support article Fix Wi-Fi Connection Issues in Windows to see if that improves your connection speeds? Something as simple as a flush of your DNS router table or performing a simple router reboot by unplugging the power for 30 sec might even help.

If none of these troubleshooting steps helps I'd still be suspicious that the Win 10 upgrade / update either corrupted some third-party program or you have a third-party program that isn't fully compatible with your current OS build.  While you're troubleshooting your internet connection problem I'd suggest you ensure you have the latest Dell SupportAssist (DSA) v3.8.0.148 (released early Dec 2020, see the change log <here>), disable all automatic scans as shown below [Options ("gear" icon) | Settings | Automate Scans and Optimizations | Scan Your System and Drivers - be sure to click the blue SAVE button to save the change]  and avoid clicking "Run All" on the DSA Home tab just in case one of the System Optimization scans (e.g., Optimize Network) is affecting your network connection.

The Windows Central article Windows 10 October 2020 Update Common Problems — and the Fixes also has lots of good troubleshooting tips, and one of the suggestions in the section titled How to Fix Networking Problems with October 2020 Update might help fix your slow internet connection.

I also forgot to ask if you have Win 10 Home or Professional, and whether you are using the same driver versions recommended for your unique Service Tag on the Inspiron 5559 support page <here>. You mentioned <above> that Dell SupportAssist and the Intel Driver & Support Assistant both report there are no available updates for your system but that doesn't always mean you're using the best driver for your system. For example, Windows Update might have updated some of your drivers to a newer version that doesn't work well with your motherboard and system configuration.

My own Inspiron 5584 became so unstable in August 2020 that I had to perform a computer reset to factory condition, and before I could tweak my Win 10 settings an automatic Windows Update ran and delivered eight driver updates (listed at Settings | Update & Security | Windows Update | View Update History | Driver Updates), including a new driver for my Qualcomm QCA9377 WiFi and Bluetooth adapter. My Win 10 machine has a 64-bit Win 10 Pro OS and since then I've changed my Windows Update settings with Group Policy Editor (gpedit) at Computer Configuration | Administrative Templates | Windows Components | Windows Update | Do Not Include Drivers With Windows Updates as shown below so Windows Update can no longer install device drivers that are not certified for my Dell Inspiron 5584 computer. If you have a Win 10 Home OS you don't have the option to change your Windows Update settings via Group Policy Editor, but I believe Win 10 v2004 and v20H2 now give you more control over driver updates by classifying them as Optional updates (see the WinCentral article Windows 10 Driver Updates Are Finally Streamlined Via Optional Updates Thanks to Version 2004).
