Disable expresscharge in BIOS and try setting AC Charging to 'primarily AC in BIOS' instead of custom with the same in Power Manager if it doesn't automatically change to it. If you're saying you set it to 60% min and 80% max, that's way too narrow and probably won't even be accepted.
Batteries wear less closest to approx 50% charge and wear most OVER TIME at the highest and lowest state of charge. Changing it to 15-20% minimum and 80-90% maximum will greatly reduce wear and increase battery longevity (in theory, for Lithium) as it's really the extreme ends that cause breakdown the fastest breakdown by far. Setting it to Primarily AC will do what you're trying to do if you can't get custom to work.

I have this exact problem. I have an XPS 13 9300, and after I unplugged and plugged the battery back to solve a different problem, any other charging modes apart from the basic one don't work anymore. Including of course "Primarily AC".
Did you solve the issue @Kerolos Fayez?
