I had just recently factory reset my dell Inspiron 17R SE 7720 and installed Windows 10 on it. I shut it off then here I am again.

Run a full diagnostic on the hard drive or SSD -- F12 at powerup.

Hi The screens say you have selected PXE booting over a Network. So either that was a choice, or the HDD/SSD is failing. Running diagnostic is an excellent suggestion.
