Have you tried reinstalling the drivers? Also right click on touchscreen in human interface devices and choose uninstall. Then reboot the computer. Windows will reinstall with the correct drivers. Also try the following.
1. Restart the computer. Sometimes that is all that it needs.
2. Wipe off the display with a soft, clean cloth. Yes, sometimes it is just that.
3. Go to "Start" and in the search box type "Calibrate the screen for pen or touch input". Choose the top result. In this new screen click "Setup" and follow the instructions.
4. Go to "Control Panel" and then "Device Manager". Select the "Monitors" section and right click on your monitor. Check the information for the touch screen and make sure it is "enabled".
5. Repeat step 4, but instead choose "Update driver software" from the right-click menu.
If anyone ends up here, the fix for mine was; Device Manager>Human Interface Devices>HID Compliant touchscreen>Uninstall device, close all open apps and restart. My touchscreen worked upon restart without any additional steps. Hope this helps.
How did you resolve this issue?. I have the same issue. Touchscreen, touch pen worked after installing Dell firmware, reboot, and after login. While logged in, it stopped working after some time. Subsequent reboot does not help.
I found the fix in device manager. It was under one of the USB device drop downs, You could see a touch pen option. I deleted it and then restarted the computer. Worked right away. (sorry but after I performed the fix, the options were not there anymore in device manager, so I can't give you the exact spot sorry. You may just have to go through each drop down)
I did the same for my web cam as it was not working as well.
After the restart I noticed that under control panel - touch and pen - had returned as an on option in hardware and sound. It was never there before.
Sorry not a tech guy - just figured this out finally after over a year of trying the other options people have said worked.

If anyone ends up here, the fix for mine was; Device Manager>Human Interface Devices>HID Compliant touchscreen>Uninstall device, close all open apps and restart. My touchscreen worked upon restart without any additional steps. Hope this helps.

Old thread but these are the touchscreen drivers. After downloading, I opened the exe and they installed and the touchscreen started working again.

Was this a permanent fix? Mine is back at it again. It works for a little while upon system start/restart but then at some point just stops.
