Receiving error when attempting to set up CEE forwarding with Sailpoint File Access Manager. I can ping the host and telnet over CEE port 12228 but cant forward actual data.

Audit Cee server http://acme@acme.com:12228/cee is unreachable. Error: VC_OFFLINE

Any help with this error is appreciated
