Basic need : Just a COM port needed

​My Inspiron 8600c does not comes with COM port, but I have that device (scuba computer)that only works on 9-pin COM port.​

​I do not want to carry the complete APR. Is there any simple and tiny USB -> COM port adapter available (not necessary DELL branded) ?​

Sure.
 
Do a google or pricewatch search.  USB to RS-232 Serial (COM) DB9 (9-pin) adapters go for about $14 to $29, depending where you get them.  Fry's / Outpost  carries them.  CompUSA or Staples has them at slightly higher price.  They are small, either being in the form of an adapter cable (usually 6-ft long) ready to plug, or a small adapter plug (similar in size to those that convert PS2 mouse to serial, etc.) for use with your own serial cable.  Here's one, for example: http://www.bonuscable.com/product_info.php?products_id=1228
 
I have i5150 with no docking port, and opted for a compact USB 2.0 dock from Fry's with serial, parallel (printer), 4-USB, keyboard and mouse PS2 ports for $59.  Still small (size of cigarette pack), works great.
