Inspiron E 1505 doesnt start

My Inspiron E 1505 doesn't boot. There is a media centre button and sometimes it works but the power button doesnt respond. I faced this problem few days back too that time i took out the battery and fitted it again. It started working but now it is completely gone. The battery is completely charged but the laptop just doesnt start. Please help.

Reseat the RAM, battery, drives and any cards in the system. Verify that the LED on the AC adapter is ON before you plug in the notebook end.

Failing those, call for repair.

Excuse my ignorance but how do i reset all ram other drives and any other card? i mean i tried that with the battery because it is on the outside for anything else shall i need to open up the system or there is some external button? Sometimes the media centre opens up but i m not being able to boot windows

Reseat (remove and replace), not reset.
