Vostro 5470 Won't Turn Off (Black Screen, HDD Lights Off But Other Stays On)

Hi. Recently my Vostro 5470 (i5) won't turn off nor restart. This problem happens after i've replaced it's battery and HDD (and for unknown reason, the service centre in my city replace the HDD with Toshiba, 7200RPM 500GB SATA), just one week before my warranty expired.

So whenever I've used my laptop in about an hour or more, 100% it won't turn off/restart. If I choose to shut down, after -+10 seconds the HDD goes off, but everything stays on (power lamp, fan etc). I can do force shut down but it's not normal, right. And if I choose to restart, my laptop will shutdown itself, just like doing a force shutdown. This also happens when I choose sleep.

But if I only use it in about 30 minutes, there's no problem. I already did many test to the HDD (defrag, Dell SupportAssist, BIOS test, BIOS thorough test) and the results was fine with no issues at all.

Fyi, i've updated it's BIOS to A11 few months back, BUT, when I found out, there are new BIOS update on 24 Sept for Windows 10, but with the same version (A11 too). Does it might be my current BIOS is the problem? I don't have enough guts to update, since my warranty is already ended. Please help.

If you are using this laptop with Windows 8.1 or Windows 10, yout should try this http://windowsreport.com/laptop-wont-shutdown-windows-10/. It solve to me.

thanks for telling me this, been losing hope to make my Vostro normal again. but unfortunately, i've tried the tips from the comment section you have replied.  here's what I just do:

  1. Uninstalled Intel Management Engine Interface v11
  2. Went to Dell 5470 driver section for Windows 8 downloaded and installed IMEI v9 (9.5.2.1489, to be precise)
  3. Turned off fast startup (also with "powercfg -h off" from cmd)
  4. Opted-out all the Power Management under "Universal Serial Bus Controllers" on Device Manager
  5. Open wushowhide.diagcab, hide updates then checked the IMEI update.

I do all those steps at once without restart. So what did I miss? which IMEI driver you've installed on your Vostro? Do your Vostro can't shutdown normally everytime or just after about 1,5 hours of usage (or more)  just like mine?

[UPDATE 1]: After a restart and using it again for about 3 hours, then tried to shut down... It shuts normally! I will try again to make sure my Vostro can now do Sleep normally. I'm excited!

Hi prasetyo12p1,

Thanks for posting on the Forum.

Since the issues you described appear to have happened after the bios update, perhaps you should roll back the bios to the earlier version.  Many times it's not necessary to update the bios unless the computer is having a problem.  Try rolling back the bios and post back if so the experts here can assist.  Thanks.

Hi, Robert. Thanks for the answer.

Is it safe enough to downgrade? Since my warranty has already ended. I've installed this BIOS version (A11) on March-April, and there are no problems (for about 5 months) until last month, this problem happens. Do you have any suggestions, if I should try to downgrade, which one I have to choose (A10 or A9)?

And yesterday, I've installed the new IRST driver from official support site. After rebooting, I've tried to use my notebook in about 1,5 hours, then try to shutdown, and it shuts normally. But sadly, today after using my notebook in about 2,5 hours, the problem happens again.

Does the same issue occur in safe mode?  Press F8 while powering up to boot to safe mode.  Does it shut down?  Please respond back.

Hi Robert,

seems like I can't boot into safe mode by pressing F8 - it just boot straight as normal mode. but then I follow these thread (which has a same issue as me): en.community.dell.com/.../19510932

here's what I just did:

(after two hours of usage) click "shut down" - processing - HDD off but everything else on - force shutdown.

first try: turn on - keep pressing F8 - can't enter safe mode (boot normally) - tries to shut down - shuts normally without issue.

second: turn on - keep pressing F8 - still can't (boot normally) - trying to restart - restarts normally - keep pressing F8 since boot - still can't (boot normally).

third: go to msconfig - enable safe mode - asking for restart - restarts normally - entered safe mode normally - go to msconfig - disable safe mode - asking for restart - restarts normally - boot normally.

Pardon my English. :)

Try booting to safemode again, in windows 8 or ten you hold shift while clicking restart.

Any time you get a "it wont turn of by clicking shutdown" its going to be a program running in the back ground, or a incorrect driver.  If you are unable to boot to safe mode, an os reinstall may be needed.

as your suggestions, I've tried to boot to safemode by holding the shift key while clicking restart (i'm using Windows 10 Pro, by the way). here's what I just did:

(after three hours of usage) I close all the apps - hold the shift key while clicking the restart button - entered the Troubleshoot menu - go to Advanced options - Startup Settings - restart to choose to safe mode - then my laptop just did a force shutdown (same as the issue I've described on my first posts). then I press the power button - entering Startup settings - press the key to boot to safemode - safemode enabled.

then I tried to restart from safemode and it restarted normally and entered Windows 10. trying to go to safemode with the same method again and it does normally (no issue when restart). so the issue is really just happens after many hours of usage. fyi, I've tried to re-install the Windows last month via boot menu, doing a clean install, formatted the HDD first and then made a new partition. and the issue is still there.

Thanks for trying everything so far, I apologize that nothing has fixed your issue yet.  My technicians tell me it may be a motherboard failure and your system may need a new one.  If you are still under warranty, please contact Tech Support for assistance.  If you are not under warranty, you might try to replace it yourself or contact a computer repair shop near you.  Thanks for your patience.

Hi Robert,

Unfortunately, my Vostro isn't under warranty anymore. But should I try to roll back the BIOS first (as your first suggestion, and I've not done that yet)? Or it's already obvious that my Vostro had a failure motherboard?
