Latitude 5420 CPU Frequency is low

System info:

- Model: Latitude 5420

- CPU: Intel i5-1145g7

- OS: Windows 10

- Bios: 1.21.2

 

Issue:

- The system runs slow

- The CPU frequency sits at 1.5Ghz

- Running a 100% CPU load continuously leaves the CPU at 1.5Ghz

- Windows Task Manager reports 11th Gen Intel(TM) 15-1145G7 @ 2.60GHz (but the frequency reading never gets above 1.5GHz).

 

Attempted fixes which failed:

- Running on power adapter and running on battery

- Updating the bios and drivers

- Turning off Intel SpeedStep and other cpu speed technologies in the bios (turbo and hyperthreading left on)

- Checked windows power settings, minimum and maximum cpu usage are good, no energy saving settings are on

- F12 Diagnostics -> All tests passed

- Unplugging the battery from the board for a while (the fix for the stuck at 0.8Ghz problem)

 

Bios:

- Battery Health: Excellent

- Processor Type: 11th Gen Intel(R) Core(TM) i5-1145G7 @ 2.60Ghz

- Maximum Clock Speed: 4.40Ghz

- Minimum Clock Speed: 0.40Ghz

- Current Clock Speed: 1.5Ghz

Bios -> Power

- Thermal Management: Ultra Performance

- Intel Speed Shift: Off (tried both ways)

Bios -> Performance: (tried SpeedStep both ways and have toggled Turbo Boost on and off, no change)

- SpeedStep: Off (tried both ways, I think it lets the clock drop but doesn't increase past 1.5Ghz)

- C-States: On

- Turbo Boost: On

- Hyper-Threading: On

 

I hope there is something simple that I'm missing here.

Fixed by doing reset to default settings in the bios, no other settings seemed to do anything.

Check battery health in Dell power manager : for brand new computer it shouldn't say anything apart from "Excellent"

Unless you already have the latest BIOS : INTEL Speed step seems to be the Culprit

Reboot to BIOS (F2) > performance > Disable Intel Speed step

I've done both of those things already. Neither work.
