Latitude 5440 Nvidia driver
I saw there was an updated nvidia driver for the 5440, nVIDIA-GeForce-Series-Graphic-Driver_RG9F0_WIN_24.21.14.1163_A05.EXE, which looks to try to install nvidia driver 441, however it fails saying a compatible device cannot be found. The system has gt 720m nividia discreet graphics. I also tried a manual install from the uncompressed driver files, and there are no drivers for it in the package, even though the Dell page is saying this driver does support it. Was support for the gt 720 dropped?

Which OS are you running? The drivers you downloaded are compatible with the NVidia Geforce GT 720M, but only for Windows 10 64-bit. This means that if you're running another version of Windows, the driver isn't compatible. If this isn't the case, try the NVidia drivers (https://www.geforce.com/drivers)

I've got Win 10 64bit enterprise. And as I said, when I opened the package to see if I could manually install the drivers, the gt 720m wasn't even listed. The only driver available from Nvidia shows the older 389 driver, which matches the previous driver released by Dell

I've downloaded the drivers from Dell and extracted the contents. I checked the setup file (nvdm.inf) and you are right, the driver doesn't support the GT 720M for Windows 10 64-bit, only the 750M.
I think you're out of luck with this Dell driver. I recommend contacting Dell support for this, so they can change the information on their website.
