Latitude 7200 camera code 45
my integrated web cam shows up in hidden devices and under properties it says “Currently, this hardware device is not connected to the computer. (Code 45). To fix this problem, reconnect this hardware device to the computer.”. It did work originally and I asked (it is my employer's computer) to have an app installed to be able to take still images with the laptop. A Dell app was installed but it did fully work and the webcam disappeared. I still have access to the rear integrated camera but the integrated webcam is not able to be used. How can it be reinstated?

Since that laptop belongs to your employer, it is the IT department's job to fix your problem.

You can also use these steps to update the chipset drivers. Please follow these steps to do so:
a. Press Windows key + X and select Device Manager.
b. Expand Computer and right-click on the adapter.
c. Click on Update Driver Software and select Browse my computer for driver software.
d. Click on Let Me Pick from the List of Device Drivers on My Computer.
e. Select each of the adapters listed and click on Next.
Please try it and let us know what happens.

Yes agreed. Not sure if they are too busy to dig into the details or why there does not seem to be any resolution but I will give them any useful info I find here as I cannot install or make any changes to the machine myself.

I had a work computer like that which was completely locked down. And there is nothing you can do.
Hopefully they can remote into your laptop and fix it.
