Latitude E6410 will not shutdown after SSD Upgrade

I have an old Latitude E6410 running Windows 10 21H2 that I upgraded with a 2 TB Samsung 970 EVO SSD. I cloned the old drive to the new SSD to avoid having to reinstall everything. Performance metrics show about a 4x increase in HD read/write. The SSD is running in AHCI mode.

Everything works great however when I try to shutdown Windows 10, it goes through the shutdown process, then to a blank screen, but the laptop remains on forever. Digging online I have found several other similar threads about Windows not shutting down after upgrading to an SSD.

From those threads I have tried the following:

1. Ran sfc /scannow - This did nothing.

2. Tried to stick the SSD into a 2nd E6410 that I have to see if maybe it was a hardware issue in the laptop, same issue.

3. Worthy to note that if I stick in the original mechanical HD, Windows shuts down ok. Bizarre. There's specifically something related to the SSD it would seem.

4. Tried ATA, AHCI, and RAID mode all to no effect. Shutdown still hangs.

5. Tried using the shutdown command in an elevated CMD prompt. Same thing. Hangs.

One thread suggested reinstalling Windows from scratch, something I have not tried but wanted to avoid. Perhaps this is the only way?

Any ideas why this only happens with the SSD when the original SATA HD shuts down just fine? Very puzzled here. The only way for me to turn off the machine is to hold down the power button.
