Latitude E7440 can't see Bluetooth

Fresh install of Win 10 Pro, drivers installed with the Dell Support Assist app.  Bluetooth shows up in the BIOS and is checked on.  It does not show up in Device Manager, and the Bluetooth control panel does not have a toggle.  What's up?  Oh, wifi switch is on and wifi works.

    Even though Support Assist appears to have installed the correct drivers, have you tried to download and install them manually? Also which Bluetooth device have you tried to connect with?

    BT shows up under General -> System Information?

    1) No, I haven't.  Don't see the point.  A) it's the same driver and B) I had the same issue before reinstalling.

    2) I cannot try to connect to any Bluetooth device because, as mentioned, I cannot see / enable Bluetooth in the OS at all.
