i changed the battery (it was old and i though it was this) the problem is still there,
now i can turn on the laptop but it can't last more than 3-4 minutes.
i think it's motherboard, i hope not
(sorry if my english is bad, it's not my first langage)

It would help to know what model Latitude you have -- and whether the new battery is OEM, or third party -- and whether the system recognizes it.
The other question that needs an answer is whether the system recognizes the AC adapter (F2 at powerup to check).

it is an dell latitude 5400 (not chrome or chromebook, the regular one)
and the system recognize the battery but it is not OEM
and the AC is recognized by the laptop
and (bonus) the pc works without battery

That would mean the new battery is either faulty or incompatible -- contact the seller for a replacement or refund.
OEM batteries are available.

If that's the case, it could also be a faulty system board, but I'd try another battery first due to the cost of replacing that part.
