if you want to update/upgrade from Win10 to Win11, download latest Win11 ISO 23H2 from Microsoft. Use RUFUS to create an USB stick and select all bypass options shown by RUFUS during the procress. Start the update/upgrade from the USB Stick (or copy all files from USB to a temp dir on your internal disk) using setup.exe.

Yes, you can install Windows 11 to your Latitude E7450. Although it is unsupported.
BIOS settings: set UEFI boot mode, enable Secure Boot, enable TPM.
Prepare Win 11 installation USB from Windows Creation Tool and performing a clean installation.
For whatever reason that fails, prepare the USB again with RUFUS and select bypass options.
