Dell XPS 13 Developer Edition in Europe

I would like to purchase a laptop with Linux support.

I currently own a MBP mid-2012 that is decaying, and I don't like the latest models from Apple because there is not part you can replace.

The XPS 13 DE seems perfect. However, I cannot buy it from the French store. Is there a way around?

Alternatively, if I bought a XPS 13 with Windows installed and installed manually Ubuntu, would the result be the same?
