Reporting Linux related problems for your Dell laptop.

What is the best way to report problems with your Dell system, when you are running Linux?

I am trying to debug problems with my Dell Inspiron 7275, m7, and we are having problems with suspend. I a actually a bit puzzeld that this is not fixed at this date. The laptop has been our for a while and I would think that Dell would fix elementary problems like suspend.
