xps 13 2015, displaylink linux support?

i just noticed this
Does it mean that now linux users can fully use the usb 3.0 hdmi/vga adapter from dell?

Yes, with caveats as mentioned in their release notes:

We've been working with DisplayLink and a large customer on getting a solution out there, and this is the result. The driver is available at http://www.displaylink.com/downloads/ubuntu.php.
