Ok, I have an update:

I installed all latest drivers.

I flashed the BIOS.

In 'normal mode' the above problem with the jumping temps and voltage still applies. However, and this is where it gets stranger, FN+F7 now works so I thought I'd test performance mode on the 1070 only.

'Performance Mode' is where it takes the biscuit, open MSI Afterburner and I'm sitting on the intel graphics, my resolution is also very low (it says it's 1920 x 1080 but it wont let me change it and the icons are the size of elephants).

However, the temp change is fixed in this mode....

That is some strangeness but good troubleshooting so far.
 
So, looks like a problem on SMB (SMBus) or communication problem on it.
 
Have you tried uninstalling MSI AfterBurner. I wonder if it's stepping on signals, monopolizing bus, or generally interfering. Just test by observation of apps. If you must ... maybe find something else ... maybe something that just monitors.

Thanks for your response, I downloaded MSI Afterburner to check the temps as I had already noticed the issues so I doubt it is one of the causes, however, you could be right that it is compounding the issue.

There's obviously some confusion within as the computer thinks that it should be running on the intel graphics in performance mode too? I don't know if the two issues are related or not.

I have seen this before on systems with Hybrid or dual graphics. In my case, it just seemed like a reporting error, because the benchmark was obviously using the dedicated card.

1. Hmm. Well maybe try returning to "stock clocks" and uninstall MSI-AfterBurner. Something less evasive like CPUID HW-Monitor should show the CPU and GPU temps. You can see if the "polling" is still flakely (jumping from 50c to 0c).

2. A complete uninstall of both and then re-install (clean install) of both Intel and Nvidia drivers might help. If still problems, after using their uninstallers, maybe try using DDU on system before preceding to install both drivers back on.
